I have been trying to figure out what these 2 sets of wires are located in the cabinet above the drivers seat. I am thinking that they may be for speakers? But in not sure what they are for. Does anyone know what they are for? One set has 12 volts but the other set has no current at all.

Was the radio on when you checked voltage? If not, probably not. If yes, turn the radio off and recheck.
 
Welcome to RVF @1985risher. Please use the links in my signature to complete your profile so we know the type of RV you have and people can better assist you. Those look like standard 12v power to some accessory that may have been used/removed. I'd cap them off to protect any metal connectors from touching something undesired as they may be hot. White is ground, red positive.
 
Those wires sure look like 12v pos & neg. Please check with a tester before you hook anything up or you may blow something.

The radio was on when I checked both sets. I will check them again with the radio off. I am also going to turn the ignition switch on and check the current on the set that was dead
