Is there a way to change the avatar for the general members? Would an animated avatar be allowed?

Is there a way to change the avatar for the general members? Would an animated avatar be allowed?

To get the full forum'ware experience we put this in the RVF Supporter level which also helps protect rogue new members from doing things we don't want them to do. Please see the thread below for the details. I haven't tried an animated avatar but I don't see an option to turn it on or off so let me know if it works should you decide to move up to the supporter level which we greatly appreciate if you do.
