Coming up on a full year of full time freedom. I have cleaned the AC filters a couple of times but how often should I change the ones under the stairs?

I'm not sure what air flow is going through there but it can't hurt to unscrew those screws and at least clean the filter and inspect the area.
 
I agree it can't hurt to take a look. If you don't know how long it has been I would just start with new filters.

Since your AC is in the roof, I'm guessing that's for a propane furnace for heat. Do you have floor registers for furnace heat? If so, I bet that's the return air for the furnace and if you use the furnace a lot in the winter, then probably best to clean those. I would think it makes sense to clean those annually, ideally right before the cold weather season.
 
Correct, the heat vents are about calf high and propane. Thanks for the help.
