Lately I have noticed several “rigs” with plastic bags covering the connection, at the pole, where the surge protector and power cable connect. Is this something I should start doing?
 
My progressive ems filled up with water and shorted out while I was gone. Caused me numerous problems. Progressive sent me a new one for free but I was leery and covered it with a trash bag for a long time.
 
First I've heard of this and first I noticed it walking the dog this morning.
 
Same here... first one filled with water. They work great until they don't.
I've got away from it this year. My Florida lot pedestal box kind of shields the ems. Plus as a yearly lease they read my meter every month so that would cause a problem.
I should spread a little caulk around that top connection though.
 
It probably depends on what you're using. My Progressive Industries SSP-50XL has a cover. I've never had an issue in years of using this (bought March 2019).

Mine looked (and new one looks) just like that.

The water came in around the top black nut where the cable comes out.

Sounds like a defect as that looks like some IP67 type water proof connector.
 
I always did when my ems was outside. My triple A formula - pay Attention, Anticipate (problems) Avoid (problems)
 
If it's going to rain I usually cover my Hughes Performer with a plastic bag. Just in case. No problems in 3 years of use!
