Are there any recommendations for dynamic or active self defense training courses? How many hours a month of training is recommended for effective and safe use of self defense tools?

I prefer a "low light", active training environment, if at all possible. In my opinion, the dynamics of a low light encounter are the most challenging. The difficulty in "identify, assess, resolve" is extremely challenging in a low light environment.
 
In my opinion, the best in the business is Ernest Langdon. An accomplished tactical teacher and well known in this area. His classes are very popular. To answer your second question, it really depends on your goals. If you are looking at CCW defense then I have heard at least 4 hours a month training in different situations. If you are looking just for self defense in the home, then that could be different. It is best to consult with a professional instructor about your requirements.
