fresh water tank always reads empty even when full....sensors???? 2008 newmar kountry star 3910

Yes would indicate the sensor is bad, wiring faulty or may not be connected

is the tank sensor like a fuel tank sensor that floats inside or is it sensors on the outside of the tank

I would expect it to be external on the side of the tank somewhere. Hopefully someone more familiar Kountry Star can assist. Are you familiar with Newgle?

Does your panel resemble this photo?

no I am not and yes it does

Tech-Edge is manufacturer of the panel, might help with research.

Sensors are on ends of tanks. If you remove the peg board, you’ll have direct access to them.
