My cell phone program includes unlimited talk, text and data plus 120 gig hotspot on the phone. If I have the hot spot turned on but no one is using a computer, watching tv, listening to music etc. am I using hot spot data? ie. I’m on a tablet reading email, etc. and turn the tablet off and go to sleep.
 
As long as there are no programs running, You shouldn't be using much if any data. 120 gigs is a lot. We may use 40 when we do a lot of movie streaming.
 
If the hotspot on the cell phone is activated, there is always the possibility it will consume data. Granted, it may not be much, but, it would be a good practice to turn the hotspot off if you are not using it.

We use the hotspot to run everything, Internet, Direct TV, streaming shows and printer connectivity. It would be too much of a hassle to be turning it on and off all the time. It will tick up a little data but not a whole lot.
 
Granted, it is a hassle to turn it off; that's your decision.
However, there are numerous stories about excessive data consumption due to unattended system & application updates, failure to shut down the streaming service, & so on.
