Is this safe to buy as a first-time buyer our plan is to live in it full time for about the next 5 years. And our plan is to drive back and forth from Indiana to Philadelphia to visit family at least once a month if not twice
 
All of them will have issues no matter how much you spend.

Would recommend having it inspected prior to purchase when you find the one you want.

Even our new coach was inspected to verify and find things that needed corrected prior to delivery.

The quality of most any used MH is only relative to how the original owner maintained it. The Jayco Precept has good bones, if the previous owner exercised due diligence and especially if you're unfamiliar with MH's you have it professionally inspected, you'd be fine. One caveat possibly being if you're planning to drag a car or truck, is it's towing capacity. It will be ~5k, and trust me, you'll know it's there.

We have a 2019 Precept 31UL that we bought last May. We are two seniors with a two year old Miniature Poodle and have been full timing for the last eight years. We have no problems being very comfortable in ours. The build quality is very good. However, we purchased ours from a "COVID" owner. They pretty much just used it during COVID and then after that, used it for their two week vacations. We discovered this before purchasing and we found lots of little problems that we knew were no big deal. There was no upkeep from them other than winterizing it. We are fortunate that both I, and the wife, are pretty handy. We have not encountered any issues where there had t be any outlay of cash. Really, all we had to do was some tidying up, tighten some loose screws and CLEAN.

Since you are new to RVing, as others have cautioned, I would be very wise to have it professionally inspected. If you are not a handy kind of person, and having limited knowledge on how things work, having a dealer perform maintenance and repairs can get expensive. Just be aware that 2021 was a COVID build but by now, any major defects should have been worked out.
