Need help removing dash panels

Bought a 2005 dutch star 4024. was trying to install CB, using an anctive 12V 2 pole that was coming out from under the left panel at the driver position...at the floor. It was an older CB, an its fuse blew. Now that 12V 2 pole is no longer working. Neither is the Alpine stereo. which the previous owner installed. I'm thinking there must be a fuse for the Alpine which also blew. The problem is, I haven't figured out how to remove any of the panels. There are a LOT of wires behind the steering wheel area, but they are all bunched together, and I don't see any in line fuses. I'; thinking I could find the in line fuse if I could remove some panels. Can someone help?
