Does a generator use more propane if it is under load (a/c, etc) or does it use what it uses regardless?
 
Consumption is higher under load. Does your car burn the same amount of gas when idling in the driveway or pedal-to-the-metal climbing a long, steep hill pulling a trailer? Same thing.
