Water heater valve leak

I have a small leak at the Bypass valve on my water heater. Only leaks when turned to "Normal Flow" (not bypass). the nut is rusted, so I cannot tighten it. Is there a washer under there. Should a really crank on it to get the nut off? Do I need to replace the whole valve?

This type of valve does not have a packing nut to tighten down on the stem packing like days of old. A valve replacement is in order. Sorry
 
That is entirely dependent on your skill and confidence. Most likely, the parts required are available at a well-stocked plumbing section of a hardware store. As for skills and confidence? If in doubt, open the wallet.
 
Replace the valve.
