My older model Dutchman converter is not charging the battery like it should be. The voltage at the converter and the battery are the same. Around 7.8 volts. There is only about 1.3 amps at the battery. The voltage at the 12 volt coil is relatively the same as the rest of the voltages mentioned into earlier.

Sounds like your battery lost a cell
 
Disconnecting the battery will allow your multimeter to see the "unloaded" voltage coming out of the converter. Hope to see something in the range of 13.0 to 14.4 volts DC or so coming out of the converter / recharging circuitry.

If you had a small, known good 12 volt battery from let's say a riding lawnmower, you could temporarily substitute it in for a few minutes to test how your converter / recharger responds. Some small colored jumper wires with clips would make this substitution easy and quick.
