We went full time prior to Medicare. One of the reasons we picked Florida is because they were (at the time) the only of the 3 popular full time states ( FL, TX and SD) offering PPO nationwide coverage. In our case, my DW was a Hospital Nurse (good plan) and we extended her plan which was available in FL.
Per above, locate a broker in the state you choose to domicile in....
I set up my domicile in Florida using St. Brendan's Isle Mail Forwarding Service in order to qualify for individual PPO Health Insurance. I used Florida Blue, a subsidiary of Blue Cross Blue Shield. I don't know of a broker, but I agree with @JRS and recommend one to shop the plans for you once you know where you will be domiciled.
