Still having problems with hot water staying lit. I've replaced the igniter, made sure the flame tube is clean and took off the tip of the orifice and made sure that wasn't plugged. I checked continuity and voltage on the thermal fuse, thermostat and E.C.O all good. I checked voltage on all the wires all are good. The 2amp fuse on the control board is also fine. Thought about replacing the T-stat/ thermal fuse/ECO just so everything is new. Maybe bad Propane pressure or is there such a thing as bad Propane? What else is there to check?

I keep coming back to that igniter. That's the flame sensor right?
 
There could be a problem with the combustion air flow or set up causing the flame to blow out. My 2004 Tropi-Cal had that defect. Certain wind conditions the combustion air intake would pull in the exhaust suffocating the flame. Leaving the door open it would work and then while closing the flame would choke out. Took me a long time to figure out what was happening. Made a baffle to keep the exhaust and intake separated.

Yes. I started there and got a new one. Looks the same as the original no noticeable difference. Both metal probes are in the path of the flame, I can see the spark between them and appear to be the correct distance apart. 1/8in I'm told. It lights just won't stay lit. It clicks the whole time like it's supposed to when trying to light but doesn't stop and goes out after a few seconds. I can adjust the tube slider to make it quieter and get a nice blue flame but still goes out.
 
Sensing current is very low. That said make sure your grounding surfaces are completely clean and screws holding the controller are tight.

Reasoning is the symptoms would indicate the sensing current isn't registering.
