Question 90 degree sewer at campground

We are here at Kathryn Abbey Park in Jacksonville Florida. A city park, heavily wooded. Tight for a big rig but doable.
The sewer attachment is something we have not experienced before, a 90’ pvc pipe near the ground.
Somewhat of an issue using a SaniCon. A standard 90’ sewer connection for a standard hose would be no issue.

Is it glued or can you pop it off? Maybe it’s just there to keep rain water out.
 
These are at every site and appear to be glued. Most people are using a std 90 ‘ hose fitting. We struggled with the SaniCon.
 
But why? Unless it's to keep sand or small rocks from falling in and clogging the system?
