Is this open to then non- military public?
Open to the public. Can find it on Recreation.gov website. Search for Ives Run.
 
One of my favorites is the COE in Montgomery AL - Gunter Hill Campground - the C loop has full hook ups, sites are huge. It is a quiet and beautiful campground. Not much to see in Montgomery, but this is a great place to stay for a while.
 
Also Foscue Creek COE in Demopolis.
 
For us, campgrounds are usually more memorable for the surrounding places they have allowed us to see.

Agreed; we rarely use the amenities of a CG outside of the site we are staying on. We usually pick our locations by what they are near, not by how fancy they are. But for some CGs their location is so unique as to make them the attraction. Association Island KOA in the Thousand Islands region is one such place even though we would have been just as happy with nothing more than the setting and the view.
 
I don’t need much to enjoy a campground, it’s more about the area than the CG itself, but that said my favorite so far is Jonathan Dickinson State Park near Jupiter, FL. It’s quiet. It’s close to the beach and most importantly, great mountain biking trails for riders of all levels
