Broken roof vent?

I had to climb onto the roof and happened to see two of these broken. I assume they are vents for the plumbing? Do thye screw off for replacement? I tried turning one with no success.

They dry rot and become very fragile. Replaced a few of mine, some maybe twice now.

 
They are screwed down (if you choose, not sure if that's required) and then it typically includes a sealant tape but I also apply a generous amount of Dicor self leveling sealant which is all that discolored stuff in your pic and is common to seal anything on the roof such as screws, etc.

So they are not threaded. I have to find the screws to remove the broken ones? Also, my son lived in Midothian for years. Recently built a house in Mosely.
 
When you remove all that sealant yuck with a tool like this the screws will reveal.
