I don't see anything wrong with charging people who are using our National Parks for commercial purposes. "Hey, I'm just making a few bucks off youtube" is a poor excuse.

That legislation sounds like common sense. Obviously it cannot be allowed because common sense is against the law.

I just don't know how to respond to that!!!

Guess that idea is analog to being charged to use your John.

I agree that there should be a common sense way to make this happen with limits on noise, staying where they are supposed to be, not overtaking a spot for commercial filming (huge amount of equipment or supporting cast that prohibits other people from freely enjoying the area, etc)
As a hobby photographer I expect that I have to abide by normal visitor rules, staying where on trails, not harass wildlife, not make noise (looking at you drones) and have to be patient to get my shots while other visitors are also enjoying the scenery.
