Yup several local restaurants use them with reported success. DW bought a couple for The Beauty and they seemed to work well.
 
The many times I've visited China the usual means of scaring away flies on the "foods trucks" (which were fixed street cafes) was to have a 12V low rpm motor with something attached at a 90 degree to the shaft. Attached to the "something" was a baggy with a bit of water in it. The baggy swung around above the food on the counter - seemed to work great.
