I have watched several videos and I have sanitized the fresh water tank a couple of times.

My question is while waiting the 8 - 12 hours letting the bleach water work can I switch over to “city water” and do normal activities?

Catch 22 on that one.

Part of the sanitize process is letting the chlorinated water sit in the lines to the sinks, shower, etc.

You could but that would remove the process from any of the lines you used for “normal” activities.
 
If you used at least a 200ppm solution of sodium hypochlorite (bleach) you do not need to wait 8-12 hours for sanitation. In fact a few minutes of contact on a clean surface will sanitize the surface. Longer contact time makes zero difference. The inside of a water tank and connecting water lines would normally be considered clean surfaces if indeed that is what they have been used for exclusively.
