I have a Endeavor 1996 that has been sitting for two years. The power on ignition is good. It wants to crank but won't turn over all the way. It sparks and is getting gas. Any suggestions would be greatly appreciated.
 
If is a gasoline motor as the spark comment implies, get some starting fluid (that product is just ether in a spray can) open up the paper air filter housing and squirt some shots of that in the intake while someone rolls the starter.

That two year old gasoline (if it was not drained out) will be a bit less energetic, so the ether should get you some cylinder firings and you might even get it loping along and nurse it up to a running state.

Be mindful of ether being flammable, so no smoking and keep your face away from the intake to protect your eyebrows. Gloves and a face shield is safest.

If you get no cylinder firings on ether, unscrew a couple of the easiest to access spark plugs and make sure there isn't moisture bridging the electrode gap. Rare to find that, but if you have spark and get no cylinder hits on ether, worth looking at some of the plugs.

And don't use the whole can of ether for loping the engine. Your oil film on the rings can get washed away from too much ether, "they say". The bigger concern I have experienced is loud knocking on the hits, which is the engine getting beat up a bit. If you get some cylinder hits on ether, best to stop if it won't come up and run on it's own - go see why the OEM gasoline system isn't getting you to the run state.

If it is not cranking several turns. Then remove plugs and spray something like WD40 in the cylinders and let sit overnight. Crank engine without plugs and make sure engine is rotating freely. Check compression and log it. They don't need to be identical, but within 20 lbs.

If Rusty cylinder walls then you may have acquired a bunch of engine work.

What I said is based on your statement the engine is not cranking fully. If it's cranking but not starting ignore what I said and make sure fuel is reaching the injectors.
