I have a 1999 Southwind by Fleetwood . I have no manual about how to start the ot water heater and the guy I bought the rv from was not knowledgable. Can someone help me?
 
Definitely want the water heater to be full when you turn it on. If the tank is empty and you turn on the electric element they burn up pretty quick.

Should be a switch inside to turn it on using either propane or electric (according to our friends that have a Fleetwood). They also have a valve they have to turn to fill the tank which doubles as the bypass when winterizing.
 
Many YouTube videos on troubleshooting various makes and models. Get the model ID from the water heater and search it...you'll find what you need.
