Tip @Mention other users and they will get a notification

This forum has a lot of social media type functionality one of which is the ability to mention someone in a reply. Type the @ symbol and then their username and depending on their forum/alert settings they should get a notification that you called them out such as to bring something to their attention. For example @Neal would highlight and notify me in a reply.
