Pennsylvania Registration

After talking with the notory and state police. In order to be legal I'll need a class 9 registration $667

Gross combination weight of the dulley and 5er is pushing 28k.
How many people are actually doing this legal ?

Update, Pennsylvania no longer requires gross combination weight registration. This also means class A non commercial license is not necessary.

$667 seems steep but crossing over into other states, often there is not reciprocity and you have to play by their rules or risk a reg tag and a heavy fine.
