Is cellular data still so-so?
Yes, seems T-Mobile is the one Pepwave is picking. I have AT&T, Verizon, and T-Mobile all in Prio 1 for the Pepwave to choose.
 
I just isolated Prio 1 to AT&T only and it's doing pretty good at 11 down. Going to stay on AT&T until departure, it's my ole trusty best network IMHO.

Same row but probably 10 spots away. Not the nicest of campgrounds but location was where I wanted to be to go visit Spanish Fork airport. Downtown was really nice, had a nice lunch there in Springville.
