We have a portable fence for our dogs when camping.
A tied-up dog is not a good idea for more than one reason.
I don't know what those reasons all are but I have yet to see a portable fence that would contain my 105 pound lab and that I could also haul with me. Several people here put up those fences, then leave dogs unattended and they get loose.
I have a 15 ft. cable tied hooked to a ground stake (the same 18 inch long kind of ground stakes I tie my gazebo down with). Gunner can lay on the patio or come inside the gazebo and lay down by where we're sitting. He can get nowhere near our property line.

If the woman in the story was wandering through people's lots, seems like that's on her. If she was walking on public property and tripped over one of those ridiculous 15-20 ft retractable leashes that silly people use in violation of the 6 ft. leash rule that's a different story. I actually saw someone walking their dog by here the other day, they were on one side of the road and their dog was on the other. Ridiculous.

We have a one and a half year old miniature poodle that can easily jump a four foot fence. Packing anything that would hold her in would take up a lot of room and effort to install and take down. She is safe with an eight foot cable attached to the coach.

The majority of the parks I visit don’t allow dog fences.
that's another rule rarely enforced, almost every campground we use states no fences, but they are up anyway, along with a 2 dog limit, we see many with 3 or 4.

I never leave my dogs unattended, always on 6ft chain or leash with me or the wife
 
Always the first thing that pops to my mind when I trip over something: ""OK, who can I sue for this?" Yep. Some people...I swear.

My very elderly mother has fallen several times in her home. Twice with injuries requiring a hospital visit. My sister confronted her once with "OK Mom, really, how many of these falls can we attribute to you tripping over a cat?" Mom refused to answer. Or rid herself of her pets. (She's yet to sue anyone.)
