Showers - Unsanitary or merely yuk?

The shower curtains at the 'resort' where we've been staying has shower curtains in the shower stall, They stink - sour smell. I'm familiar with the smell because we live in a humid climate and take special care in the kitchen. laundry, and restrooms to keep things as dry as possible, I consider the sour stink to be a sign of bacteria.
Those curtains are totally limp, and stay slightly bunched inside the shower at all times. There's a sign that says "Please keep shower curtain inside stall to prevent flooding." Duh.
Anyhow, when I'm showering, the curtain billows in on me and I cringe. I dropped my soap on the floor today, and would have thrown ot away, but it's my last bar, so I rinsed it well.
Am I overreacting?
Oh, I might add, the park has new owners. They dispensed with bath mats, or washing the curtains daily, I can't dry off in the tiny shower - it literally streams water out for several minutes after being shut off, so I have to step out onto bare floor to dry off. (Yes I wear shower shoes at all times)
The humidity here in the mountains is very low, so things dry quickly, but that bottom of the shower curtain never does.
Having been raised in a humid climate, I equate moisture with bacteria growth.
Am I wrong?
