I always just used a vw specific tow bar (mounts to front suspension so no base plate needed, towing in neutral of course, and never had any issues. They are very simple vehicles.
Just checked and they still sell them - around $200. Haven’t changed a bit in the 40 years since I used to tow bugs (and buggys). That and a light kit, or wiring into the bug’s lights, and you’re all set.
