Has anyone seen someone do this? We have been here a few days and just put it today. Do you think he trying to keep is roof cooler since high 90s and lower 100s?

Ive noticed a lot of covered spaces in RV parks in NM and Tx - probably thinking along those lines although I‘m not sure about blocking off air flow to the ACs. The covered spaces have roofs around 14’+ high.
 
I saw this product advertised recently. Objective is to shade the roof to cut down the solar heat gain. Like Rich mentioned, it seems to be restrictive on the AC unit airflow.
 
He's trying to blow his A/C units up. :oops:
