Will 13.6V charge my battery?

My 16' Forest River Palomini TT comes equipped with a converter by WFCO (Model: WF-8735-P). The specs say Converter output = 13.6V (Includes charging and load). This is of course when hooked up to shore power. My readings across the battery terminal wires (disconnected from the battery) with a multimeter confirm 13.6V. It is not a two-stage charger. Question: is this enough to charge my battery (100Ah)?
I presume it would be if installed in the camper for this very purpose - but others tell me it has to be more like 14.4V or more. Thoughts on this? and what could I do if seemingly inadequate?
PS - this whole fishing expedition comes from the fact that I just can't seem to get my battery fully charged and have ended up ruining good batteries. I have a new one again and don't wish gto make the same mistake.

but short answer. Over 14 volts to bulk charge 13.? Is at float voltage. Maybe wire size is small or a long run to battery’s.
Thanks - the information in that link is excellent - and all I really need to understand the whole thing.
