2022 Minnie 2529RG - Fresh water tank filling problem

On my new (to me) 2022 Minnie 2529RG, I find that I can only fill up the specified 60 gallon fresh water tank to about 21 gallons before the water starts overflowing out the fill port. Then I turn on faucets and run the water down to where the water pump starts sucking qir and no longer delivers a useable water flow. At that point, using the master fresh water tank drain (on the frame just forward of the bedroom stairs) I can drain another 9 gallons out of the fresh water tank. So, I only end up with about 12 gallons usable out of a 60-gallon tank.

Anybody else have that issue?

I thought it might be the gravity-feed vent line is plugged but that wouldn't account for being able to consistently put 21 gallons in the tank before it overflows.
