I assume the dust cap! that would be a tolerence issue! if it's a buddy cap then see if moving it to another wheel transfers the problem to the other wheel. If it doesn't then the bore on the hub is to large. If it does move to the new wheel it is the dust cap! From here you know what to do!!!
