From an IT perspective all speed testing sites are going to be variable, there are just too many variables involved. I use the same one (Ookla) for consistency purposes. Bottom line is the internet involves multiple hops and handshakes between multiple devices and that makes it inconsistent by nature. Time of day is also a factor. Your best results will be about 3-4am local time.
