Brake controller, short in wiring, or am I crazy.

I recently replaced my 23 year old brake controller with Tekonsha 8507120 Brakeman IV because I wasn't sure if the old one was working (LED light wouldn't come on). Am I crazy? With the trailer disconnected there is 12VDC on the blue trailer brake connection at the truck. My logic says there shouldn't be voltage unless I'm pushing the brake pedal or sliding the brake controller manually. Is my thinking screwy? Any hints or advice for me?
