We’ve never turned on the tv outside but would like to. 1. How do we connect an HDMI cord? 2. Or does the TV operate from a tv inside? 3. What is the big red circle that is affixed to the tv outside and to the main tv? 4. Do they connect to each other somehow?

Welcome to the group. I see that you have an American Coach, it would be helpful to know the year and model?

Sometimes the outside TV is connected to the same source as an inside TV, ie antenna, satellite. If you have multiple inside TVs, this might be trial and error to see which one. With more info on year and model of your coach we might be able to answer your question better.
 
If the TV is more than about 3-4 yrs olde. Junk it. Get a Smart Roku TV and it'll connect to your phone (for example) for a Hot Spot and watch anywhere you have WiFi or Cell service.
We take our home T-Mobile 5G cell services internet. Works great and is only $50/mo. Granted, you have to have cell service but for a week end warrior, it is fine. Hasn't failed us yet.
Just replaced the brand new DUMB TV that came with the RV, (Jensen) with a $234 Smart Roku 58" TV. Works like a champ!! TV's today are very cheap!!
