One problem I see is people are so overloaded with warnings and most times not much happens they tend to ignore them. They even shut off the warnings that come on their phones.
They were talking about installing warning sirens on the news tonight. That may help in the future.
I am one that has shut off warnings on phone.

The sirens would be useful if they cover enough area along river.

Doesn’t help that the press conference on cloud seeding by the CEO of the company that was seeding this storm was all about why they didn’t create this situation.

Texas was having record rain, but the ceo had a quota to fulfill so “in compliance with the contract “ they where seeding anyway.

Weather manipulation was finally banned in Florida, but Texas signed a new contract. And everyone is saying “nothing to see here”
