Several things could be going on. You need to have a tech look at it unless you are able to diagnose and fix the problem yourself.

Is there AC power at the outlet where the fridge plugs in?
Is there AC power coming off the control board going to the heating element?
Is the glass fuse on the control board blown?
Do an amp draw on the heating element to see if it is drawing power.
Ohm out the heating element to see if it is good or not.
