I was scanning the Optimum RV web site and it showed a 2008 Fleetwood Bounder 38P for $45,000. The photos looked promising.

The site has a "See your price now" button to request the discounted price. I naively expected them to get back with a few hundred $$$ lower price.

After I entered my contact info, a salesman texts me back saying it doesn't run and is a rough unit. Their ad said nothing about condition.

Is this a common come on for this dealership? Or most dealers?

Based on my experience with Optimum, I would say that's about average. The sales tactics by both sales people I dealt with were very high pressure and the quality of the used units was poor at best.
