Some KOA's do have seasonal rates, but others limit stays to 30 days, you would need to contact the location you are interested in directly and ask.
Probably not KOA. Of course it all depends on your life expectancy! There are however RV/Trailer parks that are very nice, more like a state park setting. In these parks, you can buy a lot and put your trailer on, and live as long as you want. It can also be sold, when the time comes.
Burlington Wa KOA has a section specifically for month to month long term rentals. KOAs are independently owned franchises so I guess each KOA owner will do what they need to do to ensure a constant revenue stream.
