People sit back and say that will never happen. Don't get involved. Next thing you know, a small group pays off the right people and laws are passed to benefit those few.
Or a small group decides to run for a office, so they can effect the changes the want.. Forget what the majority of people want.. It happens in HOA's, small towns, big cities, School boards, county government, State government, and Federal.
