Ever since I accompanied my daughter on a field trip to see the ‘organic’ waste treatment at Disney world and saw canals of water lillys and loaded with tilapia, I gave up on those fish. And any ‘retention pond’ with a fountain is suspect.
 
Well, the barbed wire speaks towards a waste water pond. Guess I'm just not familiar with them being "in a park"! That's pretty bold, and I'm sure doesn't add much to the camping experience. Much like an overnight (free) close to a very large feed lot (over 10,000 head at any given time).
 
Two kinds of organisms populate affluent.

Anaerobic, and aerobic. Your RV holding tanks have Anaerobic organisms. Bubble them with air and the Anaerobic bacteria dyes and aerobic thrives.
Anaerobic produces methane so stinks.

Aerobic is what compost your compost pile and if managed right will not draw flies.

So @Neal your tan is not a tan but . . .
