in the converter box on a '99 Roadtrek 190 Dodge Popular is a switch labeled "tank heater". it is a RoadTrek switch not an add-on. any ideas what it is?

Most likely for holding tank heater to prevent freezing. Warning, that is a guess.
 
Agree, either fresh water tank heater, black water tank heater or both? Turn it on when outside temperature drops
