Water in city water connection starts coming out of storage tank inlet

Hi everybody I have a Keystone Springdale 280BH. My when I hook up to city water it takes about 8 hrs to fill up my storage tank then it starts flowing out of my fresh water connection. Any ideas? Somebody said maybe a check valve is bad, but u don't know...
 
Try turning off the city water. Then turn on the water pump and run some water. Turn off water pump and turn city water back on. Sometimes the check valve on the water pump doesn’t close completely, and let’s water pas into the fresh water tank.
