Looks like some type of stabilizer. Never seen one like that. Welcome to the group. There is a Jayco page. You may try posting there.
 
My guess would be a slide lock. Bring the slide in and somewhere, somehow this secures the slide for travel. I feel like the guys on "this Old House - What is it?" Anyhoo, that's my "stab in the dark" guess 😉
