Some water heaters have a switch on the unit itself. It's a quick way to interrupt power to the heating element, helpful when draining the unit, winterizing, or replacing an anode. If you are experiencing this after service, perhaps it was left turned off.

Wow, looks like ou have it on backwards...the entire unit is supposed to be behind the square end. I see it is in the recess. That recess is there to clear the mounting collar nut that secures the brake valve to the dash panel.
You may need a remixed design to match your brake valve handle.

Neal turned us on to the Moen Adler a very long time ago. The pressure compensating valve kept temperature well regulated while showering... vs. the Cold Hot...and constantly trying to adjust the temperature while showering.

I would try to get the part number of the KIB panel and search for an installation manual online. This may be the all-in one controller for the water pump...replacing the Intellitec C-storm controller before the touchscreen generation.

I believe a seized compressor warrants a line flush, and new filter/drier/accumulator... I would also double check the low pressure cutout switch to make sure the compressor clutch is released if the refrigerant charge is low.
