2 outlets on the propane tank?

I’m trying to figure out how to attach an external propane tank to the system. I know there’s kits for this but when I went to look at our tank I noticed there’s two outlets already there. Can I use the unused one to pipe propane into the tank from another tank or is that second outlet just an outlet and not an inlet?

IF you attach anything to it you must have a regulator. You can see the first one is going to a regulator and probably has a solenoid inline to shut the propane off with a switch. Check to see if it has a threaded connector.
