This is just about impossible to address without making political references, but I’ll give it a shot.I wonder..........does the CARB have the authority to do such things?
Consider.....the BATFE has made rules that carry the weight of law, without actually having the authority from Congress to do so, and has gotten away with it until recently. This practice was challenged a few years ago, and courts found that they did not have the authority, and struck down this practice.
It might be beneficial for Californians to investigate this, and if the state legislature has never granted the authority to CARB to make rules that carry the weight of law, then any and all rules they've made are illegitimate.

If past practice is any indication the answer is a resounding NO! Under the rules of the Clean Truck Check, the DMV would not process my registration until I had the check done ($150) and paid a “compliance fee” of $30 (even though I was in compliance…?).It seems to be the RV "automotive" industry, i.e. Newmar/Winnebago, and all of those affected need to be making the efforts, along with FL / SP. Good luck pushing that brick wall!

Obviously this severely impacts dealers in the affected states. I was thinking if buyers are just going to purchase across state lines. Will they be able to register their new vehicle in their home/affected state?
Actually, it's the voters of the Los Angeles/San Francisco/Sacramento areas who control the state - the rest of the state is simply ignored...But for now they have a long leash as the voters in this state have elected to live under these conditions.
