I’m tapping into a 12v source, that being the existing 12v aux socket (aka cig lighter).

I pulled the fuse for that circuit, yet there is still 12v coursing through it. How can that be?

I don’t think so. That’s the fuse I replace when that socket goes dead.

After pulling the fuse, was measuring 12.3 v initially, but my latest measurement shows 12.03. It’s like there is a stored charge somewhere that is gradually discharging.

Looks like the fuse board has indicator lights to indicate a blown fuse. That light is completing a connection to the socket that the low current draw of the meter is detecting. Plug something in and the blown fuse light will light but the device will not have enough current to work.
