Hot water won’t come out of faucets

Hello! I’m having hot water heater problems. The 10 gallon tank is full electric heaters working great but I can’t seem to get hot water out of the Faucets. Hot water hose flowing out of tank is warm to the touch so I know hot water is flowing through. Bypass valve is off. Cold water works just no water coming through hot water faucets. Hooked up to city water. Out of ideas…help!

Do you get any indication of pressure coming out of the faucets? Any hiss, psht? I would suspect the either a valve is in the wrong position or the check valve on the hot outlet of the water heater is stuck shut. I'm more inclined to think that the top valve (assuming you have a three valve bypass) is set wrong. The only time I have seen a check valve fail was to not seal.
