America's Federal EV Charger Funding Isn't Dead After All
The Trump administration is now allowing the NEVI program—$5 billion in EV charger funding—to keep flowing to states.

NEVI has specific language to encourage pull through (diesel truck stop style) EV and EV trailer stalls.
There is no requirement under the National Electric Vehicle Infrastructure (NEVI) Formula Program to fund pull-through charging stations specifically. The program establishes minimum standards for EV charging infrastructure funded through NEVI (such as requiring at least four DC fast charging ports at stations along designated Alternative Fuel Corridors, with specific power levels and connector types), but pull-through designs are not mandated.However, the regulations and guidance encourage states to consider pull-through stations as part of site design, particularly to accommodate medium- and heavy-duty vehicles or those towing trailers. For example:
• States are encouraged to include pull-through parking stalls to better serve larger vehicles, as they allow for easier access without needing to back up or disconnect trailers.
• Charging stations must publicly report (via API to third-party software developers) whether each port offers "accessibility by vehicle with trailer (pull-through stall)" as a yes/no data field, implying that such features are optional but should be disclosed if present.
•Related accessibility guidance from the U.S. Access Board (referenced in NEVI standards) recommends that pull-through stations provide at least 16 feet of width for vehicle spaces and ensure charging cables can reach vehicles positioned up to 5 feet away, but these are non-binding recommendations focused on mobility accessibility rather than a funding mandate.
NEVI-funded projects must comply with broader accessibility standards under the Americans with Disabilities Act (ADA), but this does not extend to requiring pull-through configurations. Funding decisions for specific station designs, including pull-through options, are left to state discretion after meeting core program requirements.
